Councils across Australia face several challenges when delivering public amenities infrastructure.
For Bayside City Council these included:
Ageing Infrastructure
Existing automated toilets were increasingly unreliable, frequently out of service, and expensive to maintain.
Compliance Requirements
Updated accessibility standards (AS1428.1 Design for Access and Mobility) required a compliant solution that met modern accessibility expectations.
Community Expectations
Public toilets in prominent neighbourhood locations must integrate with the surrounding environment and avoid the negative perceptions often associated with public amenities.
Construction Disruption
Traditional construction methods can create prolonged disruption in public spaces, particularly in active carparks and community areas.

Stellar Washrooms partnered with the council to deliver a modular public amenities building that addressed these challenges while providing certainty around delivery, quality and compliance.
The solution included:
- A standardised, compliant building layout reducing design development costs
- Custom architectural finishes suited to the surrounding Hampton streetscape
- Durable materials designed for long-term public use
- A modular construction approach enabling faster and safer delivery
By working with a specialist public amenities provider, Bayside City Council gained confidence that the facility would meet accessibility standards, operational requirements and community expectations.

The project was delivered through a collaborative partnership between:
- Bayside City Council
- Pollen Studio (Architect)
- Circon Constructions
- Stellar Washrooms (Modular building provider)
Stellar Washrooms were engaged early in the design process to assist with pre-tender design development, ensuring the project could move efficiently through procurement and construction.
Early collaboration allowed key design decisions — including materials, finishes and colours — to be resolved before detailed design commenced, reducing risk and improving project efficiency.
Stellar’s modular construction approach helped address several common council construction challenges.
Unlike traditional builds, the majority of the building was constructed off-site in a controlled manufacturing environment, ensuring:
- Consistent build quality
- Reduced weather delays
- Safer construction conditions
- Greater certainty in delivery timelines
Once the site slab and services were prepared, the building was craned into position, allowing installation to occur quickly with minimal disruption to the surrounding public space.
This approach significantly reduced:
- Construction timelines
- On-site safety risks
- Community disruption during installation
Key features of the Thomas Street facility include:
- Fully accessible public amenities compliant with AS1428
- Architecturally integrated design suited to the Hampton environment
- Concealed perimeter soffit lighting providing soft illumination around the building
- Improved night-time visibility supporting CPTED safety principles
- Durable finishes designed for long-term public use
The integrated lighting design ensures the building avoids dark areas at night while improving safety for users and the surrounding public space.
The completed Thomas Street facility delivers a modern, compliant and attractive public amenity that enhances the surrounding public environment.
The modular construction approach provided Bayside City Council with:
- Faster project delivery
- Minimal disruption to the community
- High construction quality
- Greater certainty around compliance and performance
Importantly, the facility has received very positive feedback from both council and the local community, demonstrating how well-designed modular public amenities can contribute positively to public spaces.
Bayside City Council Team Leader – Community Projects, Steve Perumal, commented:
“On behalf of Council, I would like to congratulate you, Ivan, and your team at Circon and Stellar Washrooms for an outstanding lift this morning.
The process was seamless and the pre-planning for the slab proved to be perfect, with the services fitting perfectly into the service well and a snug fit between the grey and exposed concrete surfaces.”
